The USPS generally requires a form for every package that is shipped internationally, as already mentioned. However, there are exceptions made depending on what mail class you use and what is the value of your package. So, if you are shipping a package weighing less than 16oz through First Class Mail International, you will not need a customs form, since these should only contain documents.
